A short extract from the Michael Cockerell documentary 'Westminster's Secret Service' broadcast by the BBC in 1995.

Tim Fortescue was a Whip under Edward Heath between 1970 and 1973. In the documentary it was revealed that the Chief Whip kept a little black 'dirt book' which contained information about MPs, and this was used as a method of political control.

His responsibilities over this time included finance, commercial, planning, change management and business administration. He championed cost reduction and efficiency across Dstl, chaired Dstl’s Investment Panel, responsible for a £250m capital investment programme, and helped to reshape its long term contracts for the provision of IT and FM services. He was also: a non-executive director of Dstl’s wholly-owned subsidiary Ploughshare Innovations Ltd, which generates income in non-Defence markets by exploiting technology originally developed for the Ministry of Defence; and represented Dstl on the Board of Tetricus, a business incubator supporting early stage technology businesses utilising Dstl’s surplus facilities.
